Ballast won't work

When I turn the pump on it runs but won't prime it sounds like it is just pulling air is the pump out?

Probably your impeller in the ballast pump.

i changed out the impeller and it still wont prime how do you know when the pump is out will it just not turn on

Check the hose for a leak if you can follow it at all. Make sure the connection to the pump is tight.

I would call the Mfg. (jabsco?) and talk to their tech or engineering dept. They helped me out when mine weren't working (turned out to be an impeller issue.

What year is your boat? My x10 has the aerator style pumps and there were some cable actuated valves that the actuators were broken and they were closed even when the knob showed them open. Replaced them and mine then worked fine. If you have the knobs in the rear locker that might be your problem.
