Ballast Issue

I have a 2002 X-Star with the standard ballast tanks and pumps, and the port tank does not overflow when full, so I actually can't tell if it fills up all the way, but it definitely does pump in water. Replaced impellers with green, but no improvement. Any thoughts? Could the overflow line be blocked, or the pump be bad?

The port pumps are somewhat famous for failing. They fail because they are mounted with the pump head above the motor, rather than below, allowing water to drip into the motor if the pump seal leaks at all (which it will).

It should be easy enough to disconnect the vent line and blow through it to see if it's plugged. I doubt it is, but it is an easy check.

If you get a new pump, you can mount it pump head down if you unscrew the pump head and rotate it 180 degrees first - that will keep the suction on the stbd side, and the discharge on the port side for mounting upside-down.
