I had the same problem. Did the same things. (new starter, charged & tested batteries, cleaned connections)

In the end, despite a perfect external appearance including the lugs, my engine ground cable had an intermittant internal fault causing high resistance.

I found the problem with my multimeter, used heavy duty jumper cables to test and upon replacement of the ground cable, never another issue.

Did a little work in High School at an auto electric shop. Seems like more than half the time people came in with a "bad" starter, it was just the ground strap between the engine block and chassis that was the culprit. . .a $5 fix back then. Often the simplest fixes are most overlooked.

Even if the connections "look" good, go ahead and clean them anyway. It is worth it even if it doesn't cure your problem.

Turns out it was one of my new batteries went bad, only 2 months old. Replaced it and starts great.
