2008 Wake Plate Retrofit Install Help

Hi - bought a wake plate kit from my dealer to install on my '08 X2. I bough a factory wired switch and when I push it up or down the light comes on and the plate screen on the vdig pops up but the actuator does not move. I hooked the actuator up to a battery and it does work in both directions. Not sure what I could be missing, looking for some assistance. The wiring to the actuator was hanging down and labeled so that seems easy. The pigtail for the control module was also hanging down and I just plugged the box in.

Any thoughts or suggestions?

Circuit Breaker / Fuse ??? actuator needs a power source connected to fuse panel?

The fuse is good, I will check the circuit breakers tomorrow. I guess a big question I have - is the control module pre wired? I assumed so?

Something not grounded? Also, can you do a test probe of the wiring close to the actuator?
