Shower pressure pulses

Does anyone know why my heated shower pump cycles ( high pressure to low pressure)? Does anyone know how to fix it?

I think ours did that on our old boat when we didn't have the valves open enough to provide enough flow.

Mine did same thing and the hand piece had be button on the back only half pressed in or out. When I turned the shower on it would pulse. But when I pushed the button in it worked fine and when I backed off it again it would pulse. I got a new hand piece and it fixed it straight away
