I always tow "tower down" I have an under tower cover, but if I have a long distance with rain predicted I shrink wrap the gunwales & put pool noodles over the windshield to protect from the buffeting of the cover at highway speeds. Just make sure the release latches are engaged.

I'm not sure why the manual would state tow tower up I think there is less stress with it down & have never had any tower problems towing tower down. I know there was some issues with the first power towers snapping off a pinion part towing tower down, that they made some tow inserts for that reason, no clue on the new power tower.
