#1 - get rid of the reliable actuator... then the brakes need to be bled. If it's slamming there is most likely air in the line and or the brakes are way out of adjustment. Jack up trailer - there should just a bit of drag on drum brakes - use a ratchet strap to push actuator in a bit - it should lock wheel without too many clicks on the strap when you try to turn wheel by hand.
