Check all of you fuel line / fuel tank connections. I had that problem with my '79 a couple years ago. It started off loosing power and the speed would drop from mid 30's to mid 20's, but then would suddenly make power again. It happened for 5-10 minutes on the way to a friend's house. Once I got near his dock I went into neutral to put the fenders out and the boat didn't want to go into gear without quitting when it was put in gear. I paddled into the dock and left it there while we went out in his boat. Came back and did some more trouble-shooting. It was still really hard to start and would quit when it went in gear. It turns out that some of the fittings near the gas tank were slightly loose and it was sucking air.
