It's a floating dock. The wheels on the gangwalk are to move it in and out as the water level fluctuates. For example, the lake level is 17 feet higher today than it was Feb. 1, so the water is almost up to the first step on the stairs. Luckily we have 23 feet of water at the end of the dock, so we can still use it when the water is down.
Coming from a guy up north where water levels are constant on actual lakes, that water fluctuation sounds incredible. That is a beautiful set-up and like the way you have so much flexibility.
