From what I have experienced as recently as September 2012, my new skins have the lettering but the embroidering was stitched in as the material was cut to fit. I don't think skins come pre-embroidered with MC Logos. The guy Carl that does Viper's upholstery work for them does the embroidering right there on site as he cuts the pieces to fit.
To answer your question more directly, Viper Custom has two upholsterers that does the work.
