The dive masters take a surface marker out that also allows them to store some safety gear at the surface of the water. It's basically a miniature tube with a storage area in the center. The otters will go up to them and for fun throw all the gear out. It's funny as all hell to watch. I guess it's not so funny if its your stuff that get's thrown into the drink.

Sounds hilarious. The lake in Northern Wisconsin where my brother's place is has clams and resident otters. Its fascinating to watch them break open the clams with a rock while they are doing the back-float.
