Actually I meant to say Sea Otters. Yes, they would. At one place we go diving at it is popular for dive training. The dive masters take a surface marker out that also allows them to store some safety gear at the surface of the water. It's basically a miniature tube with a storage area in the center. The otters will go up to them and for fun throw all the gear out. It's funny as all hell to watch. I guess it's not so funny if its your stuff that get's thrown into the drink.
