If youre going to use the boat for a barefoot competition, sure- that would be a NEED. Thats also how I prefer my boats that I barefoot behind, as I like 43-44mph for one foot tricks and we sometimes foot with a large crew.
That being said, some of the best footers I know dont own boats that are that capable- and their progress isnt stunted in the least. They can do some amazing things behind boats that are only good for 41mph with a footer in tow. I would imagine they wouldnt turn down a few more mph (which they could add for a reasonable cost if they were so inclined)... but its not a NEED. It certainly wouldnt be a requirement for someone looking to get into the sport for the first time.
