Your observation is common for the 209/X9. It has more of a V hull for chop and wakeboard than the flatter hulled 197/X7 and 214/X14.
The hook became standard in later years, maybe starting in 2003. More for porpoising I think. No real risk with the hook, just work to do it.
The wake plate should help and I don't think they are specific to any model; many would work.
The best plan is to keep the boat as light as possible (equipment, fuel, poeple) to ski. Any, of course, faster speeds help some.
It's a crossover so there is some compromise.
