Check valve. Looks like the 1 1/2" on your ballast intake. It forces the water to exit your ballast system through the side of the boat instead of out the bottom, where it came in.

Apparently WakeMakers has re-named their bags to "UniversalFITT" Rear Ballast Bags". Mine are the 40"L x 25"W x 20"H rated at 820lbs. They fit my '06 X30 trunks very well.

I believe your stock tanks are 200 in each trunk and 300 KGB.
I have the WakeMakers 810 L.B.S. bags in my trunks and they fit the space quite nicely when full.
