Turns out, once the allen key loosened up, the rest was pretty straight forward. Used needle nose pliers to grab the tab that says "ATF" and it popped right off. Then the rubber gasket popped out...

It looks like the previous owner had taken the seat out and then tried to screw it back into the same holes...The screws must not have taken b/c there are a few other holes that look like...
