Not sure how the 03 is set up on the pump situation but any through hull fitting going to the bottom of the boat is going to have a shut off valve on it. Manufacturers put them there in case a hose...

There should be a valve on each of the through hull fittings. Check to make sure they're open. I've had this happen a couple times.

What year X2? My 07 is great with stock ballast, a 450 lb bag on whichever side you plan to surf on. I run 9 - 10 MPH and need 10' of water to get a good surf wake.
