Not sure if your bilge is similar to mine (2006 X15), but check under the gas tank. I have had stuff roll up under there out of sight. A long pick-up magnet is your friend.

It is supposed to shut off the pump if it is run dry. I am guessing that it is sensing the current draw to know once the pump is no longer moving any water.
