On the carb pictured above, that port is where the overflow tube from the fuel pump attaches. In the event of a fuel pump diaphragm failure, the tube delivers the leaking fuel to the carb.

Which plug were you having trouble with, the one for the GPS puck? My unit has been hit and miss since I got it. I just changed out the gauge and I am hopeful that it will be solid now.
