brand new pump and impellor, I pulled the hose and spun it by hand just to be sure it was pumping the right way.

Yes, the manifold was easily touchable.

Just pulled the thermostat and re-sealed...

That is a good Idea, I have an old outboard ball I could slip on to see if I can get fuel out of the tank and up to the pump. I will check and make sure all the fittings are tight.
