Peter, a freeze plug heater works the same as an inline radiator hose heater in that convection slowly circulates the coolant in a closed system. I'm sure it would work for that odd below freezing...

Block Hester would not be a good idea for an open cooling system though. Just evap the water then it's useless and burns up.
Magnetic oil pan heater would work well...
