That is the small rudder. The updated one has more surface area and a different shape, your handling will greatly improve with it. Talk to your MC dealer.

I'm sure there are some carb experts on here, but with engine off if you look down the primary bores and move the throttle you should see it squirt a pretty strong stream of gas down into the bores....

Since this boat is new to you, check your rudder and see if it has the larger one. Most '05 X-stars came with a small rudder, the larger one...

You said it ran flawlessly before winter layup. Who winterized it? Did they remove the plugs to fog the engine? (this is the proper way to fog an MCX) Perhaps 2 plug wires are connected wrong by that...
