I have been putting mine just above the hull step and not below. That puts the top edge of the gate at the waterline once I am sacked up. I may try it below as well though just to see how it works...

Yup.
With the mission delta you will have to fill both rear compartments. So less storage space but even weighted boat which is nicer to drive. Ballast is like boobs....
