Found out more details on this plate. It is a "Suredrive" from NextWave Marine Systems. The previous owner had it installed after the original plate failed. I actually found the documentation for it...

I agree...Should be no tax at point of sale but PST (depending on the province of registration) and GST at the border. Should be duty free if built in the US.

My humble suggestion would be to keep the Sequoia, and get a used Safari/Astro Van as a tow vehicle. Rear wheel drive (or all-wheel), full frame, reliable drive trains, cheap parts, lots of room etc.
