To troubleshot my silencer issue, I removed it from the boat. It should be held in place by some big hose clamps. Once removed, I could hear bits of the fiberglass (or whatever these are made of)...

Do you have an exhaust silencer? I had a very similar sounding issue where at higher expected speeds, the out flow of water and exhaust would cause the "shelf" in the silencer to block the out ports....
