Check anti-siphon valve when replacing fuel line to confirm it is not being restricted by something in it. Also, did you pull the tube from gas tank to check for restrictions? I haven't done it...

Did you use 5200 to install it? or was it a PO thing? I think 5200 would pretty much make it close to permanent so I wouldn't use something so strong myself.

The transmission should have a neutral position...

The transmission should have a neutral position safety switch on it, can be a problem with the switch or the linkage. However, I'm not sure it even clicks when that keeps the starter from engaging.
