i.e. top the tank and drive for an hour boarding at whatever with whatever ballast you normally use then top up again...

With current methods you could get a prototype done using a PICAXE chip, raspberry pi, beagleboard etc... most have visual flowchart type programming methods, multiple input and output facilities...
