I never see people talk about guide pole cover jackets. Most jackets are designed to rest on trailer steps as you are backing down and then float/pop to top of guides when trailer is at correct...

I can only assume that the fuel in tank is what keeps the pump cool enough to run. If no fuel...my guess is fuel pump in tank is shot as well. Or at the very least plugged with sediment.

Start with un-plugging U-shape plug on top of...

Start with un-plugging U-shape plug on top of fuel pump...clean contacts and see if it helps. Probably wouldn't hurt to use some di-electric grease also. I would try to keep things simple at first.
