One thought that may be easier and cheaper. Could you cut off the deal the rope hooks to and weld on a lower profile one. Have it behind the tower slightly instead of on top of it?

It's not the seat, it's the fiberglass of the top deck. You could cut the lip off, but I'd worry about weakening the fiberglass, resulting spider cracks.
