Is it possible that Indmar set the LT1 cranking timing at 0deg TDC by adjusting the trigger wheel index...

Yes, you could move the cranking ignition timing back to 10deg BTDC by relocating the vr sensors but I found that using the Indmar factory trigger wheel and vr sensor mounting results in 0deg TDC...
