Darren....get two fuel fitting gaskets and try it first without removing the carb. If it works you have a spare, if it doesn't work, you have it already. you should have a Holley marine 4160 vacuum...

They come in three sizes" 1.78" for small boats, 1.98" for medium boats, and 2.33"...

Running too rich would give it a sluggish feeling. Might want to take a look at a couple spark plugs to see what they look like. You will know if you are too rich as they will be blackish.

The secondaries open when the secondary spring...

The secondaries open when the secondary spring pressure overcomes the decreasing vacuum level when your engine is under load. Typically they will open at 3/4 throttle, so this won't be your problem....
