I went back and looked at your pictures. It does look like that's probably your problem. The spark plugs in those rusty cylinders should be cleaner than the others if water's been getting in there....

Your stumble problem sounds like a tuning issue. Sounds like your accelerator pump isn't adjusted correctly or you need a different accelerator pump cam. It's causing you to get a lean bog (stumble)...

If the bottom of your picture is the front of the engine, then the cam drive gear is cut the same as the one in my picture. My picture is rotated 180 degrees from yours. Is that the way you see it?
