I would stop at the Canadian side on the way down to register it. They recommend doing that for any expensive equipment you are taking down, like photography equipment, musical instruments, etc.

For the heater, I remove both hoses from the engine lay one in the bilge and blow into the other to clear it out. If you have a compressor, it makes it easier. Then leave the hoses off for the winter.

I don't know what the market is like where you live, but I would reconsider your price. These boats are rare and coveted by the slalom crowd. I wouldn't hesitate to start at around 15k.

Do you hear the fuel pump prime for about 2 seconds when you turn the key to the on position? If not, I would start with the safety lanyard. Pull it and short the two wires together.
