Found the problem. It was neutral switch. The terminal ring was broken. Will fix with cheap terminal ring until I can find stainless steel one.

Pulled it out and stuck in tall bucket of gas while adjusting the full and empty screws. The adjustment screws got FUBAR-ed but final adjust was empty set to 3/4 and full was set to 1/2.
