Yes it is the rudder shaft if it spins freely at rest but binds when there is a horizontal load (even just at idle). I'm not familiar with whether your model has a grease fitting on the rudder...

No problems in 7 years. Lift the bottom cover and make sure the fuel lines are down in the channel of the gas tank so they don't get pinched. The load is distributed over a pretty large area.
