I do believe the carb shaft is binding. The throttle cable is only 1-2 years old and I can wiggle the attach point on the carb and make it change. Perfect pass is attached too but it doesn't bind....

Interesting... I may look into the bolt just under the cable as there is fluid on the tranny housing right below that. I think it's a long shot but that would be awesome if that was the problem.

I don't know if a fender solenoid will work. That's what I used to use until I bought this starter where the solenoid appears to actuate the bendix....
