I would go DC motor, with a wheel that rubs on the underside of the "wheel" to rotate it. Easy to reverse a DC motor, high torque at low speed.

Powered wheelchair is not a bad idea

I would call Michigan Motorz to get a price for a reman long block. They aren't very convenient to you but I believe they will also handle the swap so you could get a price from them for that as well...

Use a smaller diameter socket with short pieces of bar stock on the outside sticking past the end of the socket.
