A broken rocker arm doesn't necessitate an engine rebuild/replacement. Was there additional damage to a piston, cylinder wall or head? You need way more information that you are giving us.

By the way, I looked into buying a new SilentMaster several years ago and they are no longer available.

The fuel pressure is controlled by a spring pushing against a diaphragm inside the fuel pump housing. If the pump is the correct one for your application, I can not imagine how it could produce too...
