No. if the solenoid is clicking then it is energized and the motor should crank. unless the starter is junk or batt dead...

89 tri star 351w. Motor cranks great cold but gets grumpy after it heats up. new starter last season new battery this year. Question is volts at 13.5 but short of pulling it how do I check amperage?

Yup sounds like a starter gear to me I had a starter that would do that due to harmonic vibration at the right load and rpm you would hear It tick against the ring gear.
