The1996 manual says 31 gal. and the 1997,1998 manual says 32 gal.
Could the tank have been replaced at some point?
Is the fule pickup sitting at the bottom of the tank?

I don't know anything about your boat, but my 197 brochure claimed a 31 gallon tank size on page 5-3 of the manual specifications.

The molded in stamp on the top of the actual tank inside the boat is 25 gallons. It only holds 18 gallons of fuel.

The problem is on my boat that there are two straps that hold the tank in, which are recessed into the tank. In other words, they molded in strap/hose grooves in the top of the tank. Those make large air pockets that are not vented, so they cannot fill with fuel. So, by measurements, your tank probably is larger than what you can actually fill it.

The only thing that can help, that I have found, is to put as many fat people on the opposite side of the boat while you fill the tank. That allows me to put about 5 extra gallons in.

Is the fule pickup sitting at the bottom of the tank?the pickup sits in an anti slosh baffle, i measure and it is 1 1/2 inches off the bottome of the tank. that should be worth maybe a gallon or 2 i'd think?
