Assuming the windshield is glass, you can use solvents on it to clean. I would start with mineral spirits (or Goof-Off), then go to lacquer thinner. It could be minerals from rain/snow or if the car port is painted metal, chalking form the paint.

It is NOT a good glass cleaner usually, it leaves streaks. But have you tried the foaming MASTERCRAFT spray cleaner. It is a GREAT cleaner for most anything.

I do not recommend using it on old decals, because they won't be there after you wipe it off. Trust me.

Find out exactly what the glass is made of. It looks like some kind of clear polycarbonate/acrylic plastic. I am not sure but if it is polycarbonate they make polishing kits for aircraft’s. Do a Google or Yahoo search and find one of the kits online. In a nutshell you are going to have to buff the windows.

To remove crap, use Lysol Disenfectant Basin, Tub and Tile Cleaner or Scrubbing Bubbles. Start remembering to flush.
