Is this normal. Should there be something around the shaft?

Normal that there is no seal or something there. Not normal for the gelcoat scratch and torn up like that. I assume its from ropes or what not getting wrap around the prop shaft and hitting the bottom of the boat.

How close is the clearance above the shaft? Like Can't asks... what's causing the scratches.. ? That's not normal.

The shaft looks to be scarred right before it enters the hull. Like others have noted, it would appear that something got wrapped around the shaft and damaged the gelcoat a bit.

You've got a couple of issues on that one too.

Whenever the gel coat is damage to the point that you have exposed fiber glass it needs to be repaired. More so if that fiber glass is exposed to water. Its one of those things that does not get better with time.

As a temp fix you could smear some 3M 4200 over the exposed fiber glass. It will have to be ground off before a repair can be done.

I've used Marine Tex to patch areas like that with good results. The whit is s pretty close match and the product holds up well. I keep some with me as a quick repair.
