04 X-Star Ballast Gaugues not working

All three of the ballast gaugues on my 04 X-Star are not working. The port and starboard stay a little above zero and the kbg will move to 1/2 when full. Two questions:

1) Is it possible they are just out of adjustment or more than likely broken? How to adjust?

2) Currently I fill them until I see water coming out of the overflow. Is that not good practice?

Most if not all XStar owner fill till full but if you really need to know...
there are small black access covers above each tank that when removed you'll see the level mech. it has a +and- adjustment screw, a little movement of the screw goes a long way
