So im pretty sure it's just a calibration issue.

Here is what is happening.

We have 3170lbs of weight in the boat and sometimes about 5 people. Ive noticed the PP seems to engage and try and set speed way before the target speed.

Example: Wakeboard Pro 24.2 mph set, the pp will beep at like 23.2.

After it's engaged it will drop a lot of rpms (4300 to 3200) and try to catch up to the speed, usually it make its after slowing down to about 21.7 mph then climbing back up. but sometimes it drops too much and pp disengages.

I tired reseting to default and doing some calibration / settings adjustment but i cant seem to get it to speed up past 24.2 or to stop a little closer to 24.2

What are your KDW and paddle filtering settings?

I take it you are using the paddle wheel style? Even my stargazer beeps 2-3mph before the target speed. It depends on your acceleration rate of how much before it will engage. It does sounds like your kdw isn't aggressive enough though.
