1981 S&S with 351w. Put in new points and condenser, set the gap to .014, timing seems to be right, dwell is correct. But can't go over 4K rpms. Did I do something wrong?

Sounds plausible, still trying to work a couple of kinks out with the carb. Just rebuilt it. I will have to check that. With the old points and condenser on yesterday, it ran right up to 4400RPM. So I was concerned I did something wrong. Just now got the idle down to around 650rpm and idling a little smoother.

Did you verify timing with a timing light? iirc pcm 351 should be 6°. And total advance should be around 34°-38°

Agreed, "timing seems to be right" is not exactly definitive. Do not set it to 6 degrees regardless of what the manual says- set it to 10. Agree that total advance should be in the 35 degree range.
You said that the dwell is "correct"... what did you measure?
If you just dinked with the ignition system and nothing else, I sure wouldnt go troubleshooting the fuel system just yet!

Remove rotor, and test advance weight movement by twisting rotor plate back & forth.
Watch as weights move.
Lube pivots, make sure they are not rusty.
Draw a piece of paper between the points to remove any grease/oil.
Do lube with teflon grease the rubbing block of points against cam. A dap will do ya.
For a little more protection, Good silicone ignition spray the wires / boots, inside them as well.
Make sure cap is on square and solid.
