The other boat is a 26' walkaround for fishing. Macerator pumps keeps blowing fuses. I removed it and connected it directly to a battery. Seems to run strong at first, then consistently decreases in rpm. Measured resistance between the positive and negative terminals and got 0.7 ohms. Does this mean the pump is shot?

just because it will run when hooked directly to batt power doesnt mean it isnt drawing too much amperage, which is the cause of a blown fuse.
if you want to see if the pump itself is what's blowing the fuse, just to rule everything else out, put an inline fuse in the power wire and then hook it directly to a battery. if it blows the fuse it's junk, if it will run with no problems then your problem is somewhere else.

Sounds like the bearings are getting warm and creating drag. Oil or grease the bearings if possible and pump may last a little longer. Sounds like the seals are leaking but eventually they all leak.
