Finally had a chance to work on the boat today. Got everything hooked up and when I turned the key the EFI kicked in but the started just clicked. Engine would not turn. Battary was charged so it should have atleast tried to turn over. where should I start

Use a meter and make sure you have at least 12 volts at the starter. Next, with some help, have someone turn the key to start and check for at least 12 volts to the starter solenoid. If 12 volts is present you might take a small hammer and tap the starter a few times and then try to start again. If this works you will need to rebuild or replace the starter. If you do not have a full 12 volts to the starter or solenoid check for loose battery cables at the battery and the starter.

sounds simple, but make sure it's in neutral. Sometimes on mine I have to jiggle the shifter even though it's straight up and down.

My vote is here or the terminals needing to be tightened. Sounds like you have the voltage but aren't getting enough current flow. Start with the simple stuff.
