Tie down straps

Can anyone tell me where to get the U bolts and the inner bracket for a 89 pro star 190, that go into the back of the boat for the tie down onto the trailer. Also was wondering if there is supposed to be a gasket of some sort for the peice on the outside or is it just sealant that is used.... Mine were completely rusted on the inside of the boat behind the tank...
