Is there a perfect pass type system that can be programed to pull a skier out of the hole in addition to maintaining a set speed?

Gotta admit I am confused by your question. When you set the target speed on your PP you have to first get the boat equal to or greater than that speed before the PP will beep, signalling that it is controlling the speed. From zero to target speed is on you.

I think his question is can you set it to pull from a start to a speed the same every time. The answer is not that I know of. Every speed control device is set to pick up at a certain RPM or MPH. There are none that control from idle to that speed.

The answer is "no." Perfect Pass does not have a "pull up" function. Accuski did, but it's long gone.
