Does anyone know the normal choke number setting for a 91 PS 190, with a Ford 351? I think there are numbers on the choke dial, if I remember correctly, that you can align with a mark on the carb. I think the former owner of my boat adjusted the choke as it seems to run to rich.

The choke shouldn't matter, probably adjusted the mixture screws

I have to rev it up for a few minutes or it cuts off when cold. There is also black residue on the transom. I think it is runing too rich? Do you agree? If yes, then do I just need to adjust the mixture screws? Some people say they don't have to rev there's up and others say they have the same problem as me?????????

I'd say you need to either lean it out or do both then.. The short warm up period should leave black on the transom. My buddy would always take his to the shop for service, and they would aways adjust his too rich and he'd have black crap on his transom. Lean it out a little and see how it does. Might fix both problems.
That will be $7 please

Make sure the spark arrestor is clean too, that will screw you all up too.

I would start by checking the choke operation. When the engine is fully cold, the choke plate should be most of the way, but not all the way closed. Upon starting, the choke should go to fully open in 1 - 2 minutes. If it is not set properly, adjust it. If it is set properly cold, but doesn't open fast enough, you need a new choke cap as the bi-metallic spring which opens the choke is worn out.
This is the same thing that made so many 60's and 70's cars run like crap and leave a cloud of black smoke behind them.

Check a few spark plugs and see if the engine is running rich or starting rich. Plugs always tell what a boat has been doing. You can also remove flame arrester and watch choke to see if it opens. Just don't singe your eyebrows off. Soot on the transom says rich sometime since last scrubbing.

I took the spark arrestor off, turned the key on and the butterfly did not open, even after 2 minutes. So I guess I need a new choke cap to start with. By the way, I checked to make sure that the butterfly could move freely.

You might check to ensure that you have battery voltage to the choke cap if you haven't already.

Is the 4160 Holley standard on a 91 PS 190?

I don't have the answer for that one.
